摘要:The spirit of ‘public entrepreneurship’, reignited by large-scale and long-termofficial finance from emerging economies, is now driving a process of ‘creativedestruction’ in the established systems for governing official developmentfinance primarily forged among advanced economies. In response to thisburgeoning official finance from emerging economies once on the margins oroutside of these established systems, potentially seismic shifts are occurringin three central governance systems—the reporting systems for officialdevelopment assistance in the OECD Development Assistance Committee, OECDexport credit disciplines and debt sustainability in the Bretton WoodsInstitutions. Emerging economies create competitive pressures that work toredress the undue rigidities in these established frameworks, opening the wayto meeting vast development financing needs. If not well managed or coordinated,however, growing official finance runs the risk of further rounds of financialarms races and debt crises. To harness the processes of ‘publicentrepreneurship’ as a force for good in realizing a transformative post-2015development agenda requires international cooperation to reshape global governanceof official development finance.
报告人简介:Dr. JiajunXu is an Assistant Professor and the Executive Deputy Director of the Centrefor New Structural Economics at Peking University. Xu worked as a JuniorResearch Specialist at the United Nations’ High Level Panel Secretariat on the Post-2015Development Agenda responsible for the research on development financing andSouth–South Cooperation. She also worked as an international consultant on debtsustainability in the World Bank and productive capacity building forleast-developed countries at the UNDESA Committee for Development PolicySecretariat. She has published in academic journals in the field ofinternational development, such as Journalof International Development and Instituteof Development Studies Bulletin. Her upcoming book Beyond US Hegemony in International Development will be publishedby Cambridge University Press in December 2016. Xu holds a DPhil (PhD) from theUniversity of Oxford.
